California Care Recovery is the leading provider of residential detox and treatment focusing on dual diagnosis and mental health, with an unbeatable medical and clinical staff. We are dedicated to providing effective treatment for patients struggling with substance use disorders (SUDs), including habitual drug and alcohol abuse. Addiction touches virtually every aspect of a person’s life. We believe that in order to treat SUD, you have to address the root causes. Our Team of Experts
California Care Recovery’s clinical team is fully staffed with a Clinical Director, Program Director, Primary Therapist, and Case Manager, all of whom have over a decade of direct experience in mental health and substance abuse. Each patient has a planned one-on-one session with our therapist team each week to treat any and all ongoing disorders and unresolved emotional difficulties such as trauma and/or bereavement.
From administration to therapy, medical director to nurse practitioner, our team is united by their commitment to the patients they serve. Our staff members joined our team with their own unique backgrounds and expertise to create an interdisciplinary approach designed to treat people as a whole. We help patients get to the root of their problems and give them all the tools of sobriety and address co-occurring disorders. It is our expert staff and their myriad talents that make our program focused and effective.

Jason Bouquet is an accomplished business owner with over thirty years of operations management experience, as well as eight years of advocating, supporting, and coaching those struggling with substance abuse and alcoholism. He is a motivational speaker with the expertise to connect with people through leadership, experience, and training. His current mission is to continue working with and assisting those struggling with addiction and mental health.
A hard-working and successful entrepreneur with decades of management experience, Jason turned his unique talents to help those struggling with addiction find a new, better way of life. In addition to California Care Detox & Treatment, his passions extend to a love of travel and being of service. He owns and operates a sober living home and coaches men recovering from substance use disorder.
Randall Turner

Upon graduating from residency he was lucky enough to meet Dr. Jason Kellogg who, at the time, was contemplating creating a unique and enduring psychiatric group practice, which would later become known as Progeny Psychiatric Group.
Dr. Turner primarily works in general adult psychiatry, geriatric psychiatry, and addiction medicine. Everyday he strives to thoroughly understand human psychology and psychopathology with a hope to relieve suffering and foster the growth of those he treats.
Dr. Turner is a talented musician; he plays the guitar, piano, and drums. In his spare time, he also enjoys reading, bird watching, and traveling. He currently resides in Southern California with his wife and four children.

Rupa has a gift for holistic practice and education. She was an instructor of both mindfulness meditation and yoga, teaching techniques in a group setting and leading exercises in breathing, awareness, and stress reduction, allowing participants to desensitize from anxiety or trauma and improve both physical and mental well-being.

Kylie Kolb is a Licensed Marriage and Family Therapist (LMFT) and Certified Sex Addiction Therapist (CSAT) with deep expertise in intimacy disorders. She brings extensive experience working with individuals facing challenges related to sex and love addiction, helping them cultivate healthier, more fulfilling relationships.
As a seasoned therapist, Kylie employs evidence-based methods to address the emotional, psychological, and behavioral roots of intimacy struggles. Her compassionate, non-judgmental approach supports clients in breaking free from destructive patterns, reclaiming their lives, and fostering lasting emotional and sexual intimacy.
In her role as a consultant for California Care Recovery, Kylie collaborates with the clinical team to provide expert guidance on treatment strategies, interventions, and therapeutic techniques tailored to individuals struggling with addiction and intimacy-related issues. With a strong commitment to healing and recovery, she empowers clients to build meaningful, authentic connections.
Holly Panella

Holly Panella brings a combination of lived experience, professional discipline, and heartfelt compassion to her role as Operations Manager and Alumni Coordinator at California Care Recovery. A former professional ballerina with a background in pilates and massage therapy, Holly has always been drawn to the healing arts. First through physical wellness, and now through emotional and spiritual recovery.
Her personal journey in sobriety, including a decade of recovery followed by a relapse during a particularly challenging time in her life, gives her a unique understanding of the strength it takes to heal. After reentering treatment during the COVID-19 pandemic, Holly made a conscious decision to approach recovery differently—this time with full accountability, connection, and purpose.
Known as “the glue” that keeps the California Care Recovery community together, Holly’s presence is felt across all three locations. From training staff and building deep relationships with clients to serving as the first welcoming face many people see, Holly ensures each person feels safe, seen, and motivated for a new beginning. As Alumni Coordinator, she continues those bonds beyond treatment, supporting individuals in their continued journey to lasting recovery.
Holly is a highly organized, driven professional who leads with heart and follows through with action. She views her work as a full-circle evolution from physical healer to emotional support system, and she brings that energy to everything she does.
Outside of work, Holly cherishes time with her daughter, enjoys self-care, visits to the beach, and meaningful moments with friends. Her dog, Daisy (Therapy Dog at California Care Recovery), a beloved emotional support animal, is a big part of her personal time and is well known throughout the community. Her passion for recovery and her deep empathy shine through in every interaction—proving to clients that change is not only possible, but within reach.
